The CCC was mainly staffed CPGB members including Peter Mauger, Joe Benjamin, Diana Sinnott St John, and Simon Yudkin. Since the CPGB 1951 Cultural Conference the CPGB had warned against the influence of American culture on Britain. Aaronvitch wanted to protect British culture and saw his goals as pro-British rather than anti-American. During the conference Mauger speech detailed the influence of American comics and how they would debase children's minds. Members were encouraged to mention what had been spoken about at the conference and raise them at meetings, conference, debates and more.

The CCC was one of the ways the CPGB tried to encourage people to engage with its politics and ideology. CPGB members in other organisations such as the National Union of Teachers (NUT), also used objections to comic books to push their politics. Mauger was a NUT member and Communist as was Max Morris, who spoke out against comics books, later rose to President of the NUT. The CPGB tried to hide their connection to and motive behind the CCC, with some members of the CCC and many of the public unaware of its ideology and agenda.</OtherInfo>
